Early Childhood Intervention (ECI) Child Find Program – ECI is our El Paso, Texas counterpart; this information becomes useful if encountering a child in El Paso that could benefit from Early Intervention services. Early Childhood Intervention (ECI) is a Texas program to help children ages birth to three years with disabilities or delays.  ECI supports physicians in helping families help their children reach their potential through developmental services.  ECI services are provided in the child’s natural environment such as the home or day care at no cost to the family, regardless of income.

ECI Child Find is a referral line the medical community can use for the El Paso and Hudspeth County ECI programs.

Children’s Medical Services (CMS) – Case management and services coordination including financial payment for eligible conditions of children qualifying for CMS Healthier Kids Fund. Provides specialty clinics for children 0-21 years of age with chronic medical conditions or at risk for developmental delay. Services include the Family-Infant-Toddler Program and the Healthier Kids Fund . Specialty clinics include: endocrine diabetes/thyroid, pulmonary/asthma, cleft palate, dysmorphology/genetic, neurology.

Community Wellness – The Special Projects Unit (SPU), which is a section of the program, has as its priorities primary (education, immunizations), secondary (screening, counseling, referral), and tertiary (care/disease management) prevention for persons with chronic diseases, illnesses, or conditions and those at high risk of the same. Currently, the SPU staff of midlevel clinicians, registered nurses, health educators, and a registered dietitian focus primarily on adult diabetes, pediatric asthma, obesity, and hepatitis C. SPU activities may be carried out in Region 5 Public Health Offices and in satellite or off-site locations– schools, teen/senior facilities, homeless shelters, housing projects, jails, and drug treatment centers. The program also has a Mobile Clinic Unit to make clinical preventive services more accessible to hard-to-reach populations in rural areas and colonias and a Provider Contract Unit to manage/monitor agreements with private providers for perinatal case management (Families FIRST) and for breast and cervical cancer screening.

Families FIRST – A prenatal care coordination program designed to assist Medicaid eligible pregnant women and children 0-3 years of age to gain access to medical, social and education services that are necessary to foster positive birth outcomes and promote healthy infants and children.

Women, Infants and Children (WIC) – Screens woman, infants and children under five years of age to identify health and nutrition problems. Enrolled parents and guardians participate in nutrition education and receive monthly vouchers redeemable for high nutrient foods. Eligible clients include: women who are pregnant, postpartum not breastfeeding up to 6 months, breastfeeding up to one year and infants/children up to five years old.

Parents as Teachers (PAT) – A parent education and family support program serving families throughout pregnancy until their child enters kindergarten, usually age 5.
Parents are supported by PAT-certified parent educators trained to translate scientific information on early brain development into specific when, what, how and why advice for families. By understanding what to expect during each stage of development, parents can easily capture the teachable moments in everyday life to enhance their child’s language development, intellectual growth, social development and motor skills.

PAT families receive:

  • Personal visits — during which your parent educator will share age-appropriate child development and parenting information, help you learn to observe your child, and address your parenting concerns.
  • Parent group meetings — which are opportunities to share information about parenting issues and child development. Parents learn and support each other, observe their children with other children and practice parenting skills.
  • Screenings — to assess your child’s overall development as well as health, hearing and vision.
  • Resource network — that links your family to other community services.

Parents Reaching Out (PRO) – The mission of Parents Reaching Out is to enhance positive outcomes for families and children in New Mexico through informed decision making, advocacy, education, and resources.  Parents Reaching Out provides the networking opportunities for families to connect with and support each other.
This mission supports all families including those who have children with disabilities and others who are disenfranchised.

La Casa – The primary mission of La Casa, Inc. will be focused on assisting battered women to increase their self-esteem and to become self-sufficient. La Casa shall provide shelter, counseling, education on domestic violence and advocacy in a supportive environment. These services will be provided regardless of race, creed, sex, age, physical impairment, religion or sexual preferences.

La Casa, Inc. offers emergency shelter for victims of domestic violence and their children: Non-Resident counseling program, children’s program, transitional housing program, men’s program, South Valley outreach counseling program and outreach and education. We also provide civil legal services, specialized parenting education program and educational services program.

La Vida Institute/NMSU – The mission of La Vida Institute is to contribute to the community by creating an infrastructure to: improve the quality of community programs and services to children and families; to increase the competency and capabilities of young children through the training of caregivers, educators and parents; and to improve the quality of life for children and families by providing information and resources.

La Vida Institute can provide Resource Materials for Aprendamos Service Providers:  La Vida Institute has a resource library and a toy lending library available to the public, students, and professionals. Resources include activities, literature about child development and other issues important to the child care provider, videos, multi-cultural books, and toys. These can be checked out by child care centers and by individuals.

Primero los Ninos (LCDF Early Head Start) (EHS) – EHS is a federally funded community-based program for low-income families with infants and toddlers, and pregnant women.  Its purpose is to enhance children’s physical, social, emotional and intellectual development; to assist parents in fulfilling their parental roles; and to help parents move toward self-sufficiency.  EHS also provides services to infants/toddlers with disabilities.  To qualify you must reside within the city limits and meet the income guidelines.
